What is an SWPPP inspector?
An SWPPP Inspector inspects construction sites to ensure that they are compliant with environmental ordinances and reviews and construction plans.
An inspector is an employee who:
- informs contractors (and site developers and engineers) if their projects deviate from the approved plans and specifications.
- Issues reports telling what the contractor must do to correct a deviation
- Initiates legal action against contractors who do not take required corrective action.
- Conducts final inspections of subdivisions and site developments to evaluate and process the release of erosion control and subdivision performance sureties
- Inspects stormwater processing and drainage facilities and structures to ensure that these structures are working properly and are in compliance with ordinances and approved plans.
SWPPP inspectors also have a broader role in protecting the envirnonment—specifically, in protecting land from erosion and water from stormwater runoff pollution. In addition to their inspection and enforcement role, inspectors may:
- consult with engineers, developers, contractors, homeowner's groups, private citizens, and planning and zoning personnel to help them choose erosion and sediment control measures and construct stormwater management facilities
- develop public education materials and programs regarding erosion and storm water runoff pollution
- help homeowners with drainage and erosion control problems, both during construction an at any time afterward
- Collect data, such as water samples and stream flow rates required to evaluate stormwater management projects
- Compile historical data on storm events for use in evaluating impact of future development.
SWPPP inspectors are knowledgeable and skilled in:
- The methods and techniques used to enforce environmental ordinances
- Hydrology, hydraulics, soil mechanics, geology, and computer modeling
- Site improvement engineering principals and practices
- Equipment and products used in erosion and sediment control
- Reading blueprints, engineering plans and specifications
- Working with government officials, contractors, property owners and the public.
